Fusion HR - Approvals : IF Condition Payload to Identify an Employee Not Assigned to any Manager (Doc ID 2641326.1)

Goal

What is the payload to use in IF condition of Approval configuration on BPM Task configuration for below scenario:

If Employee is not assigned any Manager, and a HCM transaction is created for this user which follows Manager Hierarchy for approval, then those transactions get stuck in error as the condition is set to follow Manager Hierarchy approval but the employee doesn't have any manager assigned.

Example:

An Absence approval rule is configured as below:
If absence type=="Unpaid leave"" >> THEN route to manager >> THEN route to HR Admin

Case1 (Success): Employee who is assigned a Manager submits above absence type, then it routes to his manager and HR and transaction completes.

Case2 (Failure): Employee who is Not assigned a Manager submits above absence type, then the transaction is stuck as the Rule is not able to find his Manager and the transaction is stuck in error.

Now instead of approval getting stuck in error it should go to specific HR Admin.
