Seeded job roles not available when creating a data role (Doc ID 2641467.1)

When attempting to create a data security policy, the Human Resource Analyst job role cannot be found when searching from the Job Role LOV.  In fact, there are only three roles available from this LOV.  When manually typing in the Human Resource Analyst job role, the following error occurs:

Error: Invalid Value: Human Resource Analyst

We can, however, see that these roles exist when searching for them in the Security Console.  Based on this, we should be able to select them when creating the data security policy.

STEPS

The issue can be reproduced at will with the following steps:
1. Setup & Maintenance > Manage Data Role and Security Profiles > Create
2. Verify Human Resource Analyst cannot be found from the Job Role LOV
3. Manually type Human Resource Analyst > Receive above error
