On : 11.13.19.10.0 version, Cost Management

ACTUAL BEHAVIOR
---------------
User has some acquisition cost adjustments with no distributions (NULL) when reviewing under review Cost accounting Distributions. Also create accounting does not pick them up

EXPECTED BEHAVIOR
-----------------------
expecting to see some distributions even if zero

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. cost accounting
2. Review cost accounting Distributions
