Unable To Create Customer Through Integration (Doc ID 2641840.1)

Goal

While trying to create a Customer Account through CreateCustomerAccount web service, it's working for certain reference set Ids but we're getting the following error for some other Set Id:

"You can't use this reference data set to create records because it's invalid."
