Cannot apply steps in Manage Classification Categories task

Unable to apply the following steps in Manage Classification Categories task.

1) In Manage Classification Categories task, search and choose the category
2) Actions -> Flatten Hierarchy completely
3) This will submit a process. wait for the process to complete in Navigator -> Scheduled processes
4) Run Load and Activate

At step 3, I don't find any Actions called Flatten Hierarchy completely. The only Actions I see are Edit, Add, Create, or Delete.

How can I activate the action 'Flatten Hierarchy completely' ?
