EPRCS Errors With "Object ..... of type doclet not found" When Loading Doclets From Smart View (Doc ID 2642637.1)

Symptoms

Sometimes when loading doclets From Smart View there is an experienced latency from Smart View side and system hangs for minutes then an error message "Object ..... of type doclet not found" randomly appears from Smart View side as shown below:
