Serials Showing In Manage Item Quantities (OnHand, ATT, ATR) But User Cannot Perform SubInventory Transfers (Doc ID 2642648.1)

On : 11.13.19.10.0 version, Inventory

ACTUAL BEHAVIOR
---------------
Unable to select serial number while doing sub-inventory transfer
The serial number can be seen as available on Manage Item Quantities Screen.

EXPECTED BEHAVIOR
-----------------------
Once the serial number is received and available as on-hand, it will be
available to transact.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Sub-inventory Transfer
2. Provide the inventory organization
3. Enter the Header and Line for 10 quantity and click on Record Lots and Serial Numbers
4. On the drop-down for 'From Serial Number' click on search and cannot find any serial number.

BUSINESS IMPACT
