ACTUAL BEHAVIOR

Item cost wasn't retrieved after planning data collection for certain items and organizations even being costed. Item#XXXX wasn't collected in plan input though there is a cost in review item costs


EXPECTED BEHAVIOR

Item cost has to be collected in plan input


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Define Cost
2. Run data collection with necessary attributes
3. Check item cost in plan input
