Symptoms
Reinstalling the Connectivity Agent fails with "Max agent instance count reached. Exiting Agent Installation"
$ java -jar connectivityagent.jar
Proceeding to install a new agent ...

Making call to check OIC Version ...
Making call to check Agent group availability ...
Max agent instance count reached. Exiting Agent Installation.
Agent Installation Failed !!! Error Occurred while checking Agent group availability.

This happens even though the original InstallerProfile.cfg, and the same (recreated) agent home directory is being used for the re-installation.
