Receive Entire Shipment Seems to be Stuck Inbound Shipment (ASN) In Receiving Status (Doc ID 2646188.1)

Symptoms

ASN (inbound shipment) seems to be stuck in locked in receiving status.  Users are not able to fully receive the shipment since its stuck.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

  1. Navigate to the IB Shipments UI.
  2. Query an IB Shipment and notice that user is unable to click on Receive entire shipment.
  3.  The status of the shipment is Locked for Receiving for an extended period of time.
