ACTUAL BEHAVIOR
---------------
When ever client tries to submit AP or AR invoices into Spain's online reporting (SII) if these suppliers/customers are located outside of EU SII rejects with an invalid tax registration number error.

Parties within EU, the client has no issue, SII is working as expected.



EXPECTED BEHAVIOR
-----------------------
The Tax registration number should be correct

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create one invoice for a customer located outside of EU
2. Run Online VAT Report for Spain
3. Receive invalid tax registration number error.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot report invoices raised for customer located outside of EU
