Inbound Transmissions "Transmission Header" Element Transactions are in STAGED but Transmission Status is PROCESSED (Doc ID 2647613.1)

Symptoms

When sending inbound XMLs you are receiving the below error message and the transmission ends in ERROR status.
The upload of these XMLs used to work prior to the upgrade to 20A.

Also, the transmission headers of the transmissions that do get uploaded remain in STAGED phase indefinitely.
