ACTUAL BEHAVIOR

We are not able to see any results display under Eligibility profile drop down for a custom role (Performance Admin).
EXPECTED BEHAVIOR

Expect to see eligibility profiles.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in as Admin
2. Navigator > My Client Groups > Goals > Goal Plans > Add > Details > Eligibility profile
3. LOV is blank
