Symptoms
There is a custom program defined in E-Business Suite which sends item data into GTM.
WMServlet is used for the inbound to OTM
After the 20A upgrade, there are no inbound transmissions coming into OTM
Transmission Manager does not show any transmissions
Below Exceptions are seen in Logs
STEPS

The issue can be reproduced at will with the following steps:
1. Execute the custom program in EBS to push data into the OTM
2. No transmission data seen in OTM transmission Manager
