OMC: Maximum running Time raises the alerts an hour after the job exceeds the thresholds

Symptoms
The Maximum Running Time metric alerts one hour and half after a threshold violation.
Apparently, the "immediate" setting for the metric is not working as expected.
STEPS

To reproduce:
1. In the Alert Rule configuration, under “Alert Conditions”, in the “Add Condition” screen, select any of the available settings for “When to generate alert”.
2. Trigger the threshold for the Maximum Running Time metric
3. The metric will generate an alert, but it will be an hour and a half after the metric was triggered.
