Why does the Charge Account that defaults in Enter Requisition Line change after you select Add To Cart?

Charge Account that defaults in Enter Requisition Line changes after you select Add to Cart.

Consequently,
Charge Account in Enter Requisition Line is different than the Charge Account in Edit Requisition page.
