On : 11.13.19.10.0 version, Financial Reporting and Analysis

ACTUAL BEHAVIOR
---------------
User with READ-ONLY access is unable to view the newly deployed BI reports in FRC

EXPECTED BEHAVIOR
-----------------------
User should be able to see all the deployed report

STEPS
-----------------------
The issue can be reproduced with the following steps:

1. Assign FND_READ_ONLY_MODE profile to user

2. Deploy a new BI report

3. Go to FRC work area and Search newly deployed BI report

4. User is not able find the newly deployed report
