Shipment Group With "Exporter" Type Stops Working When Involed Party Match Rule Is Added (Doc ID 2650327.1)

Symptoms

A shipment group using a Shipment Group Rule (Exporter ship group type) whose detail specifies a "Match Involved Party Qualifier". This Involved Party Qualifier ID is also referenced on the Order Release on the Involved Parties tab. When this order is planned no shipment groups are made. If you removed the "Match Involved Party Qualifier" constraint from the Shipment Group Rule Detail then a Shipment Group is created as expected.
