The issue can be reproduced at will with the following steps:

1. Create a Shipment from Order Release
2. Add divert shipment  Shipment Management > Shipment Management > Buy Shipments or Sell Shipments> Actions > Operational Planning > Change Shipment Route > Divert Shipment
3. Error Displayed
