Credit Memo API Creation Failed. You Must Create A Credit Memo Manually To Complete The Workflow. (Doc ID 2653876.1)

When attempting to create a CM through Dispute the following error occurs.

Credit Memo API creation failed. You must create a credit memo manually to complete the workflow.

The issue can be reproduced at will with the following steps:
1. Create a New Transaction
2. Click on Actions >> Dispute Transaction
3. Manage the Approvals and validate the Activities whether the CM has been created or not

The issue has the following business impact:
Due to this issue, users cannot able to cancel the invalid invoices from the system
