After configuring the printing/email of pick slip report when - Pick Release Documents - is submitted, the pick wave is generated but no email message is being sent.

The issue can be reproduced at will with the following steps:
1. Set up rules within the following:
      Manage Shipping Document Job Set Rules
      Manage Shipping Document Output Preferences
2. Create an order and submit through pick wave.
3. No email is being sent.
