COInvAvail Family Messages for DC Inventory Updates Failed in RIB-OROB And Not Reaching Order Broker (Doc ID 2655780.1)

There are multiple messages failed in RIB-OROB for COInvAvailMod message family and they kept failing with below error on retry in RIHA for Order Broker (OB) and thus DC inventory updates were not reaching OB.
