Unable to open downloaded budget definition file (Doc ID 2656094.1)

Symptoms

On : 11.13.19.10.0 version, Manage Budgets

When attempting to open downloaded budget definition,
the following error occurs.

ERROR
-----------------------
The file is damaged and cannot be opened

Problems During Load
Problems came up in the following areas during load:
Workbook Settings

This file cannot be opened because of errors. Errors are listed in :
C:\Users\XXXXXX\AppData\Local\Microsoft\Windows\INetCache\Content.MSO\xxxxxxx.log

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Login to Fusion Application
2. Navigate to Budgetary Control > Task : Manage Control Budgets
3. Search for respective control Budget and open the same
4. Go to Action > View Definition in File
5. It will open file with .XML extension
6. Open the file with .XML extension
