Journal attachment is missing in journal approval email notification

EXPECTED BEHAVIOR

Journal approval email notification should contain journal attachments

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a journal with attachment
2. Send journal for approval according to approval rule
3. Verify approval email notification for attachment
