Symptoms

On : ORDS 17+

When attempting to configure ORDS the following error occurs:


WARNING: Failed to connect to user ORDS_PUBLIC_USER jdbc:oracle:thin:@//localhost:<listener_port>/<SERVICE_NAME>
IO Error: The Network Adapter could not establish the connection


The issue can be reproduced at will with the following steps:
1. Install APEX on the DB 19.0
2. Try to install and configure ORDS on the same server
3. The error above is seen.
