Symptoms

In Responsive UI, unable to move performance document tasks back or forward.
The options "Move Back" and "Move Forward" are grayed out

STEPS
-----------------------
1. login as HR
2. Go to Performance Documents
3. Search for employee PD, options "Move Back or Move Forward" are disabled
