Workbench Created With Super Compact Layout Not Dispalying in Super Compact (Doc ID 2657308.1)

Symptoms

Workbench created with super compact layout and saved , when opened from specific roles layout shows as super compact but content is not in the super compact layout. Just clicking on layout changing it to default or compact and then change back to super compact click OK, displays the content in super compact mode
