Environment: Production
When attempting to enter an expense report with per diem policy,
the following error occurs.
ERROR

Too many matching records found. Specify additional criteria to limit the number of records.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create an expense report
2. Select the expense report to be per diem policy
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot create expense report with per diem policy.
