The issue can be reproduced at will with the following steps:
1. User fill in bank name in Chinese local language while uploading one time payment request invoice using FBDI.
2. One Time Payment Invoice uploaded properly
3. While processing One Time Payment Request Invoice system has read the bank name as '?????? ???'

BUSINESS IMPACT
