ACTUAL BEHAVIOR

Costing Eligibility on Assignment Attributes was created for NI Employer element, but when running the payroll, Nominal cost is going in to suspense account.
EXPECTED BEHAVIOR

System to consider the Nominal account set.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create the regular element eligibility and create the costing information
2. Create Costing by Assignment Attributes
3. Run the payroll process
