Symptoms
You have the Cloud Account administrator role and you have permissions to the tenancy and to a compartment.
You were following the guide to create new OAC instance:
1.) Navigate to OCI Console -> Solutions and Platform -> Analytics -> Analytics Cloud
2.) Select Compartment – “ManagedCompartmentForPaas”
3.) Click “Create Instance”
4.) Analytics Cloud Instance creation error with "Authorization failed or requested resource not found."
