Symptoms
When user uploads taxable journal (Purchase Journal), form ADFDI, he gets an error message :
The remote server returned an error: (500) Internal Server Error.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Navigate:General Ledger > Journals > Create Taxable Transactions in Spreadsheet
2.Downlad Taxable Transactions Spreadsheet
3. Upload Journal using spreadsheet with 2018 date
4. The process ends with an error
