An Error "You chose to upload a file relevant to an offering or functional area that is not available in this environment" while uploading Configuration Package (Doc ID 2662445.1)

On : 11.13.20.01.0 version, Setup, Rapid Impl and Security

When attempting to upload configuration package
the following error occurs.

You chose to upload a file relevant to an offering or functional area that is not available in this environment.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Offering: Financials
2. Click the triangle next to Financial Reporting Structures and go to Export > Create New
3. Select the following Business Objects and click Submit

- Chart of Accounts Mapping
- Chart of Accounts Rule Mapping
- Chart of Accounts Segment Rollup Rule Mapping

4. Once "Latest Export" becomes "Ready for download", download the file.
5. Go to Offering: Financials
6. Click the triangle next to Financial Reporting Structures and go to Compare Setup Data > Create New
7. In "Compare Setup Data", select "Upload new" for Configuration Package LOV.
8. Specify the file downloaded in step4.
