20A - SLA rule set in error
Since the 20A installation, the SLA setup rule set were automatically deactivated. When we try to activate them again, we get an error message. This error message occurs even for standard rule set as Purchase Transaction Accrual Basis

The issue can be reproduced at will with the following steps:
1. Create a JERS for the tax subledger
2. execute the Activate Subledger Journal Entry Rule Set Assignments for this application
3. see error in output
