Expenditures Are Getting Failed If There Is No Baseline Budget At Project Level (Doc ID 2662685.1)

Qn1:For Projects module we have enabled budgetary control & under financial plan type we have enabled advisory type of budget at project level and no control at resource level.
We created a budget under current working and then tried to upload the expenses through miscellaneous expenditure spreadsheet but some how it is getting failed and the error is: 'The project is enabled for budgetary control but there is no control budget.
Message Detail: Create a control budget by setting the budget to baseline and validate the transaction'
If the budget type is advisory and not absolute then system should allow us to create expenses.
 
Qn2:Can you also confirm if we can upload budget version with 0 amount?
