[IMPL_SPT] Unable To Create Additional Personnel Using Import Personnel Sheet In Import Awards FBDI (Doc ID 2663105.1)

While creating an Award using Import Awards FBDI, System automatically creates Personnel : Principal Investigator of the Award with 100 % as Credit Percentage & Contact of the Sponsor.

In Award Personnel Sheet - If we want to populate a row with Person details and give Role as 'Award Participant' and Credit Percent as 0, then system throws an error.

Error Message : The total credit percentage for internal people of the award project 'APP3.0 Test Project Perso' doesn't equal 100 percent.
User Details : Ensure that the credit percentage assigned to the internal people of the award project 'APP3.0 Test Project Perso' add up to 100 percent.
