Planning Shipment Causes Multiple Rating Calls To External Rating Engine (ERE) (Doc ID 2663324.1)

Symptoms

ACTUAL BEHAVIOR

When using External Rating Engine to get rates into OTM. OTM is calling the ERE multiple times for each rate.

EXPECTED BEHAVIOR
-----------------------

Expectation is see call to External Rating Engine only once

STEPS
-----------------------
The issue can be reproduced at will with the following steps:


1. Set up the External Rating Engine to get rates
2. Plan an Order Release on to shipment by enabling following log ids
    RatingEngine,RateEngineDetails, BulkPlanMilestone, Workflow,
    SOAPClient, SOAPClientDetails, SOAPService, SOAPServiceDetails
3. The following lines are shown in the logs 4 times

  RateEngineDetails ExternalRatingWebServiceClient.costShipment() - start
  RateEngineDetails ExternalRatingWebServiceClient.costShipment() - end
