Symptoms
ACTUAL BEHAVIOR
---------------
When partially confirm pick slip of transfer order, it isn't back ordered unpicked quantities in manage shipment lines. The picked quantity is staged and unpicked quantities is ready to release status. When tried to run Confirm Shipments ESS job, shipment number is't listed as it has line with ready to release.
EXPECTED BEHAVIOR

When confirm pick slip for partial qty, the remaining qty should ideally go to backordered from the shipment and get unassigned as well.
STEPS
-----------------------
1. Create internal requisition
2. Transfer order will be generated
3. Create pick wave
4. Confirm pick slip for partial quantities
5. Run/Schedule Confirm Shipments ESS with shipment number
