Unable To Perform Manual Reconciliation - Clicking on Reconcile Button does not do anything (Doc ID 2664620.1)

Symptoms

While doing the manual reconciliation in Cash Management by selecting one bank statement line and system transaction with reconciliation difference as 0.00, when Reconcile button is clicked, system does not reconcile the
transaction, the page refreshes and shows the statement line and system transaction still selected.

Steps to reproduce:
1. Cash management > Manual reconciliation > Query up statement lines & transactions for a specific bank account.
2. Select one of the statement line and a matching external transaction, note the recon diff is 0.00, click on Reconcile.
3. After a few secs, the page refreshes but does not do anything, the statement line and system transaction stay in Selected and are not reconciled.

This may also result in below error being thrown:

Error:

Amount difference exceeds the manual amount tolerance. Reconcilation is not allowed (CE-660223).
