Planning Cloud: Member in the Exclusion List is Aggregated to the Parent

Symptoms
The issue is that when a member is added to the exclusion list, the member is still taken into consideration while total is calculated and rolled up to the parent member.
The exclusion is not adhered in their case.
The issue can be reproduced at will with the following steps:
1. They are excluding few members in the form
2. The excluded members are seem to be considered in the total. It should exclude these members and they are not .
3. Issue is seen in Smart View also.
