Symptoms
On Applications 11.13.20.01.0
When attempting to add a second withholding tax line for a PO matched invoice, the following error occurs.

The error does not occur when add a second withholding tax error for Non-PO invoice

The issue can be reproduced at will with the following steps.
1. Create PO invoice.
2. Calculate withholding tax.
3. Try to manually add a new withholding tax line.

The issue has the following business impact:
Due to this issue, users cannot modify the withholding tax lines from the PO invoices.
