Symptoms
On : 11.13.20.01.0 version, Manage Collections-Manage Collections Work
Customer using Collections with strategies at site level, using the "Strategy Assignment by Segment" option.
"Collections Scoring and Strategy Assignment", in some circumstances, is not respecting the allow strategy to change attribute and wrongly opening a new strategy when the pre-existing OPEN strategy is configured with the "Allow Strategy to Change = No"
