Symptoms

When Pick Wave is created for order type 'Transfer Order Return' with 'Prior Reservations only' checkbox enabled, order is not released and pick slip is not generated.

Steps to reproduce:

1. Create Pick wave for Return Transfer Order with 'Prior Reservations only' checkbox enabled
2. Check if Pick Slip is generated for the order in Confirm Pick Slips
