Tax Allocation Rule - Missing Tax Box

In the Tax Allocation Rule, for one of condition sets, users missed a BOX result.
Users cannot add anything in the existing condition set (no action possible) and they would like to create a new condition set with same criteria, but an error message is thrown

Duplicate tax conditions exist. (ZX-885243)
Cause The same tax conditions already exist in another tax condition set LU TBA AR ZERO RATE ART 44 within this determining factor set.
Action Update the tax conditions to differentiate the details from the existing record.

What is the correct process to add a missing box for one condition ?
