Failed Transmission Not Getting Processed On Re-processing Action, Stuck in "Fresh" Status (Doc ID 2668107.1)

Failed Transmissions are not getting Processed on Re-processing Action

Before upgrade some of the transmission are failed with Error. After the correction tried to reprocess the failed transmissions.
OTM Inbound Transmissions is not getting processed on executing the action - Reprocess.
It stays in FRESH status only and does not get processed.

The issue can be reproduced at will with the following steps:
1. perform REDO TRANSMISSION PROCESSING on the failed transmission which are failed before the upgrade
