Getting Error "A More Recent Credit Memo Was Applied To This Transaction. (AR-856210)" When Trying To Complete Credit Memo

Symptoms
On : 11.13.20.01.0 version, Billing - Transactions,
Getting below error message when trying to complete a credit memo.
"A more recent credit memo was applied to this transaction. (AR-856210)"
Steps to Reproduce :
The issue can be reproduced by following below steps.
Navigate to Receivables>Billing>Manage Transactions
- Query Invoice which needs to be credited
- Create a Credit Memo using Actions>Credit and then Save
- Do not complete the Credit Memo
- Create one more Credit Memo against the Invoice using Actions>Credit
- Complete the second Credit Memo
- Try to complete the first credit memo and error message shows up
