Symptoms
Outside Processing Shipment (OSP) lines are created with Shipped quantity populated
There is a manufacturing work order which has operation with Outside Processing step.
After completion of the prior operations , system automatically creates a shipment line with the service Item in the 'Staged' status.
When the Shipment lines are created, the Shipped quantity is populated with the requested quantity. Typically the shipped quantity should get updated only when the products are shipped not when the lines are Staged.
