Customers Not getting loaded with COMMON Address Set (Doc ID 2669267.1)

Symptoms

On : 11.13.20.04.0 version, Customer Import

When attempting to Create a Customer with COMMON Set,
the following error occurs.

ERROR
-----------------------
The value in the column SET_CODE is invalid. You must enter a valid SET_CODE from table FND_SETID_SETS_VL

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Download the Spreadsheet/FBDI template
2. Fill the necessary information for the Customer Creation (Use the Reference Set as COMMON)
3. Generate the Zip and load the file
4. Run the Customer Import Process

Changes

Code Changes has been done in 20B in order to avoid customers getting created with COMMON Set.
