User Should Be Restricted When Primary Component And Substitute Have Different BOM Quantity

Steps to Reproduce:

1. Open Product Development
2. Open Task and create Item
3. Add components in Structure.
4. Add different BOM Quantity in Primary and Substitute components.
5. Assign change order to Item.

Actual Result:
User is able to assign change order to an Item.

Expected Result:
User should be restricted when BOM quantity for Primary component and Substitute component is different.
