Symptoms
On : 11.13.20.01.0 version, Financial Reporting and Analysis
When attempting to Create balances cube one of the child process fails with the following error occurs.
ERROR

buildCurrencyDimension(): Exception :: Cannot begin incremental build. Essbase Error(1013132): Cannot build dimensions. There are other active users on database [db]
Releasing Root AM...
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to scheudal processes page
2. Run 'Create General Ledger Balances Cube' ESS job
3. Monitor the Job and child jobs, review the ESS Log file.
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, customer cannot use the cube for the postong and reporting purpose.
